What is Mass Save & Who Qualifies for Heat Pump Rebates?

Mass Save is Massachusetts’ premier energy efficiency program, providing residents, businesses, and communities with services, rebates, and incentives to reduce energy use and costs. It’s a collaboration between Massachusetts’ electric and gas utilities, funded by energy efficiency charges on utility bills. The program offers resources like energy assessments, rebates for energy-efficient appliances and heating systems, and no-cost upgrades for income-eligible customers.

Who is Eligible for Mass Save Heat Pump Rebates?

Mass Save heat pump rebates are available to:


For electric heating replacements: Standard rate-paying residential customers replacing oil, propane, or electric resistance heating systems where Cape Light Compact, Eversource, National Grid, or Unitil is the Mass Save Electric Sponsor. Customers must apply using a residential electric account.


For natural gas replacements: Residential customers replacing natural gas heating systems where Berkshire Gas, Eversource, Liberty, National Grid, or Unitil is the Mass Save Natural Gas Sponsor.

Current 2025 Mass Save Heat Pump Rebates

At the beginning of 2025, eligible Massachusetts customers have access to two main air source heat pump rebates:

Partial Home Heat Pump Rebate

  • Rebate amount: $1,250 per ton (up to $10,000)
  • Requirements: Installation of integrated controls with a minimum set point for switching between heat pumps and a fossil fuel system OR the complete offsetting of a heating zone in a home
  • Example: A 3-ton system qualifies for $3,750

Whole Home Heat Pump Rebate

  • Rebate amount: $3,000 per ton (up to $10,000)
  • Requirements: Removal OR disconnection of the existing fossil fuel system, PLUS one of the following:
    • (A) Home was built during or after 2000
    • (B) Home Energy Assessment report indicates less than $1,000 worth of weatherization recommended
    • (C) Weatherization recommendations made during or after 2013 have been completed
  • Example: A 3-ton system qualifies for $9,000

What’s Changing for 2026 Mass Save Heat Pump Rebates? The Numbers You Need to Know

Starting January 1, 2026, Massachusetts homeowners will see significant reductions in both rebate programs:

Massachusetts homeowners will see a drop in both the “Partial Home Heat Pump Rebate” and the “Whole Home Heat Pump Rebate.” The “Partial Home Heat Pump Rebate” will decrease to $1,125 per ton and will now be capped at $8,500. The “Whole Home Heat Pump Rebate” will decrease to $2,650 per ton and will now be capped at $8,500.

R410A Refrigerant Phase-Out

In alignment with EPA regulations, all heat pump models that use R410A refrigerants will be removed from the Mass Save Heat Pump Qualified Product List (HPQPL) effective January 1, 2026, and will not be eligible for rebates. When selecting your system, ensure it uses next-generation refrigerants like R-32 or R-454B to remain eligible.

New Incentives Available Now and Continuing into 2026

$500 Sizing Bonus (Available August 1, 2025+)

Eligible Massachusetts homeowners who install heat pumps properly sized to meet their homes’ total heating needs can receive an additional $500 sizing bonus. The installing contractor must install equipment sized to meet 90-120% of the total heating load at the outdoor design temperature, per ACCA Manual J Design Conditions, throughout 100% of the conditioned space.

Basic Heat Pump Rebate (Available August 1, 2025+)

The Mass Save program introduced the “Basic Heat Pump Rebate” of $250 per ton for installations that do not replace oil, propane, natural gas, or electric resistance heating. Eligible projects include:

  • Heat pumps for heat pump replacements
  • Heat pumps installed in previously unconditioned spaces
  • Heat pumps installed in homes that are not occupied year-round (e.g., vacation homes)
  • Heat pumps partially displacing an existing heating zone without integrated controls
  • Heat pumps used for cooling only

Install by December 31, 2025:

  • Mass Save Rebate: $9,000
  • Sizing Bonus: $500
